Meritorious Service Record

On June 4, 1941, the Provisional Government of Korea in Chongqing established a Diplomatic Mission in Washington, D.C. to strengthen diplomatic efforts in the United States. Syngman Rhee was appointed as its chairman.
On January 9, 1942, Harris, alongside Jay Jerome Williams and John Wesley Staggers, sent a joint letter to the U.S. Secretary of State urging the official recognition of the Provisional Government of Korea.
On February 4, 1942, Harris, Williams, and Staggers also sent a letter to U.S. Secretary of the Navy Frank Knox, emphasizing the importance of Korean independence and armed resistance against Japan. They requested immediate transmission of their views to President Franklin D. Roosevelt.
On March 1, 1942, Harris attended the Korean Liberty Conference at the Lafayette Hotel in Washington, D.C., which was organized by the United Korean Committee in America. During the event, he delivered a speech expressing his hope and prayers for Korea to regain its freedom and independence after the war.
On October 29, 1942, he was appointed as the Chaplain of the U.S. Senate.
In 1950, the South Korean government awarded him the Order of Merit for National Foundation (Independence Medal).
