Meritorious Service Record
Liu Yongyao graduated from the Infantry Division of the first class of the Whampoa Military Academy (黃埔軍官學校). Following the outbreak of the Second Sino-Japanese War, he held various key positions, including Deputy Commander of the Hunan Province Anti-Japanese Self-Defense Army (湖南省抗日自衛軍), Deputy Commander of the Military District, and Deputy Director of the Third Department of the General Affairs Office under the Military Affairs Commission.
After the Provisional Government of the Republic of Korea relocated to Chongqing in 1940, Liu Yongyao developed a close relationship with Kim Gu (金九) and Yi Beom-seok (李範錫) and provided unwavering support for the official recognition of the Korean Liberation Army (KLA).
At the time, the KLA had begun operations without formal approval from the Chinese Military Affairs Commission, leading the Nationalist Government to impose restrictions on its activities, including its military organization and the establishment of recruitment offices. By late 1940, the Military Affairs Commission had even ordered regional military commanders to strictly monitor and control KLA activities. In response, the Provisional Government of the Republic of Korea, through Zhu Jiahua (朱家驊), initiated negotiations with the Chinese Nationalist Government to secure official recognition for the KLA. Zhu Jiahua recommended that the KLA be officially approved and allowed to participate in the anti-Japanese war. Despite the risks to his own position, Liu Yongyao actively supported the KLA within the Nationalist military hierarchy.
In May 1941, he was appointed Director of the Second Department of the Political Affairs Department within the Military Affairs Commission. In January 1942, he became an Organizational Committee Member of the Kuomintang Central Organization Department. By May 1943, he had risen to the position of Director of the First Department of the Political Affairs Department. Throughout these years, he made significant contributions to assisting the Provisional Government of the Republic of Korea.
The South Korean government awarded him the Order of Merit for National Foundation (Independence Medal) in 1968.
